Congress Leader Slams Margao Municipal Council for Ignoring State Mourning Protocol for Pope Francis

Flag Remains at Full Mast Despite Official Mourning Declared by Centre and State

Margão, Goa – Congress leader Savio Coutinho has strongly criticized the Margão Municipal Council (MMC) for failing to adhere to official State Mourning protocols following the death of Pope Francis.

Despite both the central and state governments declaring a period of State Mourning as a mark of respect to the late Pontiff, the national flag at the Margão Municipal Council building was seen flying at full mast, in violation of standard mourning rules which mandate the flag be hoisted at half-mast.

Coutinho expressed disappointment over what he called a “complete lack of sensitivity and respect,” accusing the council of negligence and failing to uphold the solemnity of the occasion.

“When the Government of India and the Government of Goa have officially declared mourning, it is shocking that MMC has ignored such a significant directive. This is not just procedural failure, but a disrespect to the global Catholic community and the values Pope Francis stood for,” he said.

The lapse has sparked criticism from various corners, with residents and civic observers also questioning the council’s awareness and protocol adherence.

No official response has yet been issued by the Margão Municipal Council regarding the incident.
