Fate of jr scale officer candidates hinges on upcoming Cabinet decision

PANJIM: The fate of four candidates selected for the posts of Junior Scale Officer of Goa Civil Service depends on the Cabinet decision to be held soon. After change of government in 2012, the BJP government which came back to power had refused to accept the recommendations of the Goa Public Service Commission (GPSC).

In all nine candidates had filed writ petitions challenging the government decision to scrap the posts and had prayed to quash and set aside the cabinet decision taken on May 23, 2012, not to accept the GPSC recommendations. But five of them were later provided jobs.

In February, 2011, the GPSC had invited applications to fill nine vacancies for the said post of which four were reserved for Schedule Tribes (ST), two each for Other Backward Classes (OBC) and physically handicapped (PH) and one children of freedom fighter (CFF). By another modified advertisement issued on March 25, 2011, applications for three vacancies from candidates belonging to the general category and reserving three posts for STs and one post each for OBC, PH and

CFF were invited.

The Chief Minister received written complaints from two candidates against the procedure followed by the GPSC. One of the complainant stated that he had stood first in the written examination and was not selected.

In December 2012, the High Court while disposing of their petitions had directed the State government to reconsider the Cabinet decision taken on May 23, 2012 and to take a fresh decision after the receipt of the report of the Anti-Corruption Branch of Vigilance Department. It was clarified that in the meantime the select list shall not be deemed to have been approved by the government or by virtue of this order.

For last over 12 years, Daulatrao Rane Sardesai, Brucelee Jesus Quadros, Nilesh Naik and Pravin Shirodkar are fighting

for justice.

During the hearing last week, Advocate General Devidas Pangam submitted that the proposal made by the petitioners will be placed before the Cabinet for an appropriate decision.

The petitioners and respondents have stated that a workable solution is being arrived at. The matter has now been posted for further hearing on January 27.
