Goa Cabinet Approves Animal Breeding & Domestication Bill 2025; Pitbulls, Rottweilers Face Proposed Ban

The Goa Cabinet has approved the Animal Breeding and Domestication Bill, 2025, which proposes strict regulations on the breeding and ownership of certain dog breeds deemed dangerous. Chief Minister Pramod Sawant announced that the bill will be tabled during the upcoming Assembly session.

A key highlight of the proposed legislation is a ban on the import, sale, and breeding of Pitbulls and Rottweilers in the state. The move comes amid rising concerns over public safety and recent incidents involving aggressive dog attacks.

“The bill is aimed at ensuring responsible animal breeding and ownership practices in Goa,” said CM Sawant. “It also focuses on regulating domesticated animals to protect both people and animals from harm.”

Officials noted that the bill includes provisions for licensing, registration, and monitoring of breeding practices, along with penalties for non-compliance. It also proposes creating a regulatory framework to control the breeding of exotic and aggressive species, as well as protect native breeds.

Animal welfare organizations and pet owners are expected to weigh in on the bill when it is presented in the House, with debates likely to follow on its impact on animal rights and responsible ownership.

If passed, the Goa Animal Breeding and Domestication Act, 2025, would make the state one of the few in India to formally legislate restrictions on specific dog breeds.
