
An orientation programme related to the upcoming Census 2027 and Pre-Test 2025 activities was organised at the Secretariat, Porvorim by the Directorate of Census Operations, Goa under the chairmanship of Chief Secretary Dr V Candavelou on Monday. The population Census in the State will be conducted in two parts - house listing operations followed by population head count along with enumeration of castes, with reference date March 1, 2027. Senior officials including Director of Census Operations/Director of Citizen Registration, Goa, Cheshta Yadav, IAS was also present.
In the Phase I, House Listing (HLO) will be carried out from April 1 2026 to September 30, 2026, wherein housing data will be collected. The HLO will have to be completed in 30 days of the above given months chosen by the State government. The Population Enumeration (PE) will be conducted in the Phase II from February 9 to 28 2027 with reference date - 00:00 hours of the first day of March 2011. This PE collecting individual household member data and caste details will have to be completed in 20 days.
For the first time the entire data collector will be in digital mode ie by using mobile App, self-enumeration and geo-referenced digital layout map. Also the boundaries for administrative units such as district and talukas will be frozen by December 31 this year. This is required due to formation of Dharbandora taluka, inclusion of Ponda taluka in South Goa district and also creation of Harvalem village panchayat. Before freezing th boundary the government will have to notify creation of third district in the State by December 31, 2025. Meanwhile, a pre-test exercise or mock Census will be conducted at Corgao in Pernem and in ward XVI of Margao, Salcete likely in November this year.
