Goa Government Signs MoU with NBCC, Approves Major Redevelopment and Economic Reforms

The Goa government has signed a Memorandum of Understanding (MoU) with the National Buildings Construction Corporation (NBCC) to redevelop seven key projects, including Junta House, Circuit House, Vasco Bus Stand, and government quarters at St. Inez. Chief Minister Pramod Sawant announced that the Prashasan Stambh will be constructed free of cost, while other projects will follow a 70:30 Public-Private Partnership (PPP) model.

Following a Cabinet meeting, CM Sawant confirmed that expenditure has been approved for roofing works across all government buildings. He also said that in the next 15 days, foundation stones for various NBCC projects will be laid. Unity Mall and Prashasan Stambh are being developed on government land, with all necessary permissions already secured. The CM urged public support, highlighting that these projects will generate employment opportunities.

CM Sawant also spoke on the broader economic reforms, noting that the implementation of GST 2.0 and NextGen GST reforms, coupled with efforts to improve Ease of Doing Business, will boost Goa’s entrepreneurial ecosystem and enhance the happiness index of Goans.

In addition, the state Cabinet approved scrapping all government vehicles over 15 years old. Key amendments to the CM’s Self-Employment Scheme were also sanctioned, raising the age limit to 50 years and providing higher loan amounts to promote entrepreneurship.
