Goa Govt to Withdraw Jetty Project Clearance in Curchorem if Proponent Fails to Submit Details, Assures No Coal Transport

The approval granted by the Goa Coastal Zone Management Authority (GCZMA) for the proposed construction of a jetty and platforms for loading and unloading at Odar and Xelvona in Curchorem, along the Zuari river, sparked heated discussion in the Legislative Assembly on Friday. Environment Minister Alexio Sequeira assured Members that the government would withdraw the permissions if the company failed to submit the required details.

Responding to a starred question tabled by Curchorem MLA Nilesh Cabral on the status of the proposed construction of jetties, platforms and strengthening of bunds, Sequeira informed the House that the Goa State Environment Impact Assessment Authority (GSEIAA) had given the project proponent an additional 15 days to respond to its queries, failing which the proposal would be rejected.

Admitting that the gram sabha had passed a resolution opposing the jetties due to potential environmental degradation, Sequeira said a final decision would be taken after receiving the clarifications sought from the proponent, while also keeping public sentiment in mind.

Sequeira stated, “As far as GCZMA is concerned, let me assure that if tomorrow it is found that details given by the project proponent are wrong and the details sought are not forthcoming, then the GSEIAA will reject the application. Consequent to that, the GCZMA will also withdraw its permission.”

Fatorda MLA Vijai Sardesai said there was apprehension among local villagers that the proposed jetty and the construction of a railway bridge in Curchorem would be used for coal transportation. “Villagers of Xelvona are living in fear about coal transportation,” he said, questioning how permission was granted without knowing the company’s product.

Chief Minister Pramod Sawant assured him that the government would not permit coal transportation and suggested the railway bridge could be for iron ore transport. However, the Environment Minister reiterated that environmental clearance for the project would be withdrawn if the company failed to submit the required details.

Benaulim MLA Venzy Viegas further warned that the proposed jetty project would endanger wildlife and destroy local biodiversity.
