Goa Panchayat Secretaries Reject Move to Rename Post as ‘Sevak’

The All Goa Village Panchayat Secretaries Association has strongly objected to the state government's proposal to change their official designation from “Village Panchayat Secretary” to “Panchayat Sevak,” citing concerns over status, dignity, and lack of corresponding benefits.

On Friday, a delegation from the association met with the Director of Panchayats and submitted a formal memorandum detailing their objections. In the memorandum, the association argued that the term “Sevak” carries subordinate or menial connotations, which are inconsistent with the important administrative and governance responsibilities village secretaries shoulder.

“Village Panchayat Secretaries play a vital role in rural governance,” the association noted. “From implementing government schemes to maintaining financial records and overseeing day-to-day operations, their role is central to the effective functioning of panchayats. The current title of ‘Secretary’ acknowledges this responsibility.”

Members expressed concern that the proposed change would be perceived as a downgrade, especially since it comes without any upgrade in pay scale, status, or service conditions. Such a move, they said, could demoralize the cadre and affect the efficiency of local governance across the state.

The association called on the government to reconsider the proposal, urging it instead to recognize and enhance the secretaries’ professional standing. They demanded a review of their roles, responsibilities, and compensation, and stressed that any change in designation must be paired with improved service benefits and career progression.

In a strong message to the authorities, the association warned that failure to address their concerns could lead to escalated protests in the coming days.
