Goa Sets 2028 Deadline for Full Implementation of NEP 2020 in Schools

Goa Chief Minister Pramod Sawant, who also holds the education portfolio, has confirmed that the National Education Policy (NEP) 2020 will be fully implemented across all schools in the state by 2028. In a written reply to BJP MLA Nilesh Cabral in the Goa Legislative Assembly, Sawant detailed a structured, phased rollout plan to bring Goa’s education system in line with national reforms.

At the higher education level, NEP 2020 has already been introduced in all non-technical undergraduate colleges in the state. This step marks progress toward interdisciplinary learning, critical thinking, and holistic development, as envisioned in the policy. The implementation follows directives issued by the Ministry of Education, the University Grants Commission (UGC), NITI Aayog, and guidelines from the Chief Secretaries’ Conference held in Dharamshala.

For schools, the NEP will be introduced gradually, with a goal of full implementation by 2028. The government is adopting a phased approach to minimize disruptions and ensure institutions and educators are adequately prepared. One of the key components of this transition is teacher training. Block-level programmes have been conducted to build capacity among teachers, with a focus on new pedagogical practices aligned with NEP 2020 principles.

The state’s rollout plan focuses on several critical reforms: curriculum changes that promote experiential and competency-based learning, greater use of the mother tongue or regional language as the medium of instruction in early grades, continuous and comprehensive assessment methods, and strategies to ensure inclusive education for all students.

With higher education institutions already aligned and schools undergoing a structured transition, Goa is on track to fully adopt NEP 2020 by 2028. The state’s approach is grounded in national directives and emphasizes building local readiness, aiming to create a more learner-centric, inclusive, and future-ready education system.
