
The Gramin Mitra Yojana, launched by the Department of Information Technology, Electronics & Communications (ITE&C), Government of Goa, is revolutionizing public service delivery in the state’s rural areas. Traditionally, residents in remote corners of Goa faced significant hurdles in accessing government services—long queues, repeated visits to distant offices, and the loss of valuable workdays were common. The Gramin Mitra Yojana is directly addressing these challenges by bringing essential government schemes and documentation services right to citizens’ doorsteps.
Gramin Mitra is a flagship doorstep service initiative aimed at bridging the digital divide and promoting social inclusion in rural Goa. The program especially benefits senior citizens, women, and students by making it easier to obtain key documents such as caste, residence, and EWS certificates, and to access schemes like the Kala Samman Scheme for senior artists. Previously, these services required multiple trips to Panchayat or Taluka offices; now, they are delivered directly to homes, saving time and resources for rural families.
Simple Access: Residents can request services by calling a dedicated helpline (14471), available daily from 8 AM to 8 PM. No digital skills are needed, making it accessible even to those unfamiliar with technology.
Doorstep Delivery: After registering a request, Gramin Mitra representatives visit the applicant’s home to collect documents, assist with forms, and deliver the finalized certificates or scheme benefits.
Partnerships: The initiative is run in collaboration with CSC e-Governance Services, ensuring professional and streamlined service delivery.

With a user-friendly helpline operating daily, even citizens without smartphones or internet access can initiate service requests. This ensures that no one is excluded due to lack of digital literacy.
By partnering with CSC e-Governance Services, the program leverages trained Village Level Entrepreneurs (VLEs) to deliver services efficiently while fostering digital empowerment in rural communities.
