PANJIM: The TCP department has stated that approval under Section 17A (hill cutting) of the Bhutani project in Sancoale “is not yet issued, as the same is under process.
“The project proponent vide letter dated 02/07/2024 has submitted the revised plan showing the existing road upto his property, was not considered or being approved”, TCP Department mentioned.
According to the TCP, the property, in 2002, then owned by M/s Petals Engineering Pvt. Ltd was zoned as Orchard Zone A2 (27,850 sq.m.) and partly Settlement S2 (7,200 sq.m.) as per Mormugao ODP - 1989.
The land use of the 27,850 sq.m was then changed from Agriculture A2 to Settlement S2 zone by then TCP Minister Atanasio Monserrate, in in February 2002.
The TCP further went on to add that based on the change of zone, MPDA, with Carl Vaz as Chairman granted Development Permission for construction of multi-family dwelling units to M/s Mtech Developers on 8/10/2007. However no construction took place.
Four years later, the Outline Development Plan of Vasco – 2011 was prepared and notified under the Chairmanship of Victoria Fernandes
The TCP then goes on onto underline that the zone of the property was changed from S2 (Settlement) to C1 (Commercial) with FAR of 200 under Vasco ODP – 2011 and remained the same in the ODP 2026 and 2030 under the Chairmanship of Clafasio Das.
On 21/11/2023 M/s Parmesh Construction Company Ltd. (Bhutani) applied for construction of multifamily dwelling units, villas type A & B and Swimming on the same property 257/1.
The TCP further mentioned Bhutani’s proposal was placed before the TCP board on 18/01/24 and development permissions was given on 02/02/2024 after it was placed before the government on 25/01/2024 and approved.
The TCP Minister Vishwajit Rane in view of the agitation of the Sancoale people then issued a show-cause notice to Bhutani based on the representations received. Construction on the property has not yet started.
