
In a fiery revelation during the ongoing Assembly session, Goa Forward Party MLA Vijai Sardesai has accused the government of enabling a massive INR 10,000 crore land scam involving nearly 10 lakh square metres of prime Communidade land in Quepem. He alleges the land was illegally transferred to V&A Ventures Pvt. Ltd., a company owned by Mahesh Kumar, the brother of former Uttar Pradesh Chief Minister Mayawati and a close BJP ally.
Sardesai warned the House that Goa risks becoming "Mayanagiri" — a political estate controlled by external forces.
“This isn’t just a scam. It’s the birth of a private empire on Goa’s ancestral soil,” he said.
The disputed land in Deao village spans Survey Nos. 88/1, 89/0, 84/0, 85/0, 90/1, 94/0, and 109/0. Sardesai claims that a 2001 consent decree and 2003 Form X mutation were used to illegally alienate these lands, which later passed through a series of entities — Aarpee Logistics, Aldeia Branca Pvt. Ltd., and Millfields Developers — before reaching V&A Ventures.
Real estate experts estimate the value of the land at over ₹10,000 crore, even at a modest rate of ₹10,000 per square metre.
“This is Zuari 2.0 on steroids,” said a local property valuer familiar with South Goa’s real estate trends.
Sardesai pointed to a recent Supreme Court judgment in the Communidade of Thivim case (dated 14 July 2025), which declared that private consent decrees and land transfers of Communidade property are illegal.
“That ruling makes this transaction dead in law. The land must return to the Communidade,” he argued.
Terming the incident not just a violation of property rights but an existential threat to Goa’s cultural fabric, Sardesai demanded urgent action:
