
In a decisive move against unlicensed private security operations, North Goa Police have registered two FIRs against four agencies found operating without the mandatory license under the Private Security Agencies (Regulation) Act, 2005 (PASARA).
Superintendent of Police, North Goa, Rahul Gupta, IPS, said the enforcement drive was launched on the directions of CM Pramod Sawant, as part of intensified action across the state against unauthorized security service providers.
The first FIR was registered at Panjim Police Station against Ryan Fernandes, proprietor of Cobra Elite Force India Pvt Ltd; Rajendra Prasad Tiwari, proprietor of Vishwakarma Security Service; and Sushma H Naik of ACE Security Services.
A second FIR was filed at Mandrem Police Station against Lazaro Pascoal Britto of Britto Security Services and Manpower Supply.
Police said all four individuals have been booked under Section 318(4) of the Bharatiya Nyaya Sanhita (BNS), 2023, for operating without a valid PASARA license, thereby violating Section 4 of the PASARA Act, 2005.
“North Goa Police has reaffirmed its commitment to uphold the law. Unauthorized security operations not only breach statutory provisions but also pose serious risks to public safety. Strict action will continue against such violators,” SP Rahul Gupta stated.
He further urged citizens and commercial establishments to verify the licensing status of any private security agency before availing their services.
The crackdown follows Chief Minister Pramod Sawant’s Independence Day address, where he announced that all unregistered private security agencies would be shut down. His statement came in the backdrop of a violent clash between two gangs at Mungul, Fatorda, which left two injured and highlighted concerns about unregulated security operators.
Chief Minister had stressed that unchecked agencies could contribute to law-and-order issues, including gang-war–like incidents, and assured that the government is determined to maintain peace and security in the State.
