Tourism plan sought to shape final Coastal Zone Management Plan

The State Environment Department has directed the Tourism Department to urgently submit a comprehensive Tourism Management Plan for integration into the ongoing drafting of the Coastal Zone Management Plan (CZMP) 2019. In parallel, the Captain of Ports and the Mormugao Port Authority have been asked to provide updated port limits, while the National Centre for Sustainable Coastal Management (NCSCM) has been tasked with supplying 1:25,000 scale land use shapefiles in accordance with the Coastal Regulation Zone (CRZ) Notification of 2011.

These actions are essential to meet the technical criteria mandated by the Union Ministry of Environment, Forest and Climate Change (MoEF&CC), which has stipulated that revised CZMP maps must be developed at a 1:25,000 scale for final approval.

Although Goa’s CZMP under the 2011 notification was approved in September 2022, discrepancies emerged when the maps were overlaid with the updated cadastral (Bhunaksha) plans, necessitating further revisions and contributing to ongoing delays. The Kerala-based National Centre for Earth Science Studies (NCESS) is now responsible for preparing the CZMP 2019. However, Goa remains the only one among India’s 11 coastal states yet to finalize its plan, largely due to persistent technical and administrative hurdles.
