MARGAO: Allegations of significant irregularities within the Davorlim Comunidade have come to light, following a formal complaint submitted to the Administrator of Comunidades for the South Zone. The complaint, filed by longtime Davorlim Comunidade shareholder Celestino Noronha, calls for a thorough investigation and accountability for alleged mismanagement by two officeholders.

Noronha’s complaint accuses the current Davorlim Comunidade Treasurer of holding office unlawfully after transferring all her shares in May 2024, thereby, according to him, relinquishing her eligibility for the role. Despite this, she allegedly continued participating in committee meetings, accessing bank accounts, and authorising financial transactions. Noronha has urged the Administrator to investigate these actions, which he claims constitute fraud, forgery, impersonation, and breach of trust. He has requested the Administrator to suspend and dismiss the Treasurer and scrutinise all financial transactions she approved since her share transfer.

Further, the complaint implicates the Comunidade clerk, accusing her of failing to report the Treasurer’s ineligibility after her share transfer. Noronha claims this negligence enabled the Treasurer’s continued, unauthorised role within the Comunidade, describing the clerk’s failure to notify her superiors as gross misconduct. As a preventive measure, Noronha has requested the clerk’s immediate suspension and recommended disciplinary proceedings to protect the integrity of the records pending investigation.

Labeling the matter as urgent, Noronha has highlighted the risk of ongoing financial mismanagement and sought swift intervention to protect the Davorlim Comunidade’s interests. Copies of the complaint have also been forwarded to the South Goa Collector and Additional Collector, urging their oversight to ensure prompt legal action. Noronha cautions that any delay could further harm the Comunidade’s operations and financial stability.
