Is the ordinance to amend Code of Comunidade, a step in the right direction?

PANJIM: The Goa Cabinet decided that Government will issue an Ordinance to ensure that there is no land use change in Comunidades. Once the land is allocated for housing, factory, industry or institution, the TCP, PDA, Municipalities or anyone else won't have the power to change the land use of Comunidade land. In this edition of Street Voices, Herald TV spoke to people asking whether the ordinance to amend the Code of Comunidade to ensure that the land is used for the designated purpose is a step in the right direction.

Although they have said that the land use purpose of Comunidade land cannot be changed, I think they will find a loophole in this and they will bypass this. The law of the Comunidades is that the land cannot be converted and used for mega projects. It cannot be used as private land, Activist Anthony D'Silva said.

But if we see the history, we are pained. A clear example is the Zuari land which was given by then CM Dayanand Bandodkar for industrial and employment purpose, but today it is being used for housing mega project. What is the guarantee that they will not amend this rule too?

I say that when the Comunidade land is taken for a particular project, there is no need to change the land use. These projects need to be completed on time. We see that often these projects are not completed on time, Glen Cabral, Member Save Old Goa Action Committee said.

The Government should bring out a new Regional Plan with people’s participation. No land use change should be done till the new Regional Plan is formulated. Government itself should not be allowed to change zones.

It is good news, but this has come after the government has finished Comunidade land. If they implement it properly then it will be very good. They have finished Comunidade land. Many Comunidade lands after being allocated have been sold at high prices, Social Activist Mariano Ferrao said.

One example is the Zuari land where apartment are sold for crores. That land should have been reverted. The second case is in Diwar. Those lands which have been allocated for projects for benefit of Goans should be reverted, if they are not used for that purpose.
