After realizing the dearth of Goan cadres in Indian Administrative Service, Indian Police Service and Indian Foreign Service, the State Government has finally decided to introduce training for young aspirants in an effort to equip them to get through the preliminary exams.
The State-run Goa Education Development Corporation (GEDC) has decided to guide youth below 30 years to get through the preliminary exams of civil services like IAS, IPS and IFS.
GEDC Managing Director Yatindra Maralkar told Herald two IAS officers and a faculty from Dhempe College will tutor aspiring candidates for eight Sundays starting from March 6, 2011.
In all, 50 students in two different batches will be tutored and the training was exclusively for Goan youth who will hone their skills to pass through the preliminary exams of civil services. Maralkar said graduation is the minimum qualification required to enroll for the training.
The move has been welcomed by intellectuals, who find there is an immense talent among Goans to be part of the civil services. Arvind Bhatikar, the first ever Goan to be an IAS officer, said compared to other parts of the country, the urban areas of Goa lacked the tradition of opting for civil services. “In absence of institutions providing training Goan youth were keeping away from civil services,” he mentioned.
“If you go to see in places like Delhi and Bombay one will find students with high qualification are trained in civil services by their own institutions. Whereas in Goa we don’t have institutions of such high capability,” he added.
Bhatikar has been very critical about the way civil officers live in Goa. “The civil officers need to motivate others to opt for such studies,” he said.
Bhatikar recently moved a proposal to the state government demanding introduction of public service examination for Goan youth.
