New SCP draft focuses on financial components

Draft submitted to CCP for review and approval; includes additional information on ongoing city development projects

PANJIM: Consultant for the Smart City Development Mission, ICLEI South Asia, on Thursday submitted the draft of the Panaji Smart City Proposal (SCP) to the City Corporation, for review and approval by its Council, which is slated to meet on March 30.
The draft SCP has focused on specific financial components of the mission, with funds coming in under the AMRUT scheme, Public Private Partnership (PPP), Corporate Social Responsibility, apart from the State government share for implementation of the project. The City Corporation will bear the burden of maintenance of all those assets that would be created under the Mission.
“Under AMRUT scheme we intend to bring in around Rs 100 cr every year along with projection of Rs 300 cr under PPP over the next five years,” CCP Commissioner Sanjit Rodrigues had earlier said. 
Under the Pan City solution, while retaining the transport system package which includes hop on-hop off buses, cycling track, pay parking, etc, the consultant in the revised SCP has restricted services covered under ‘ICT Enabled Municipal Services’ by focusing only on the solid waste management facility.  
The revised SCP has attached additional information with regard to ongoing city based development projects, their date of completion, kind of services, etc. 
“A council resolution on the upgraded Panaji SCP is expected by March 30, following which the State Level High Powered Steering Committee meeting has been scheduled on March 31,” a CCP statement said. 
The upgraded SCP is expected to be ready for submission by the first week of April. The deadline for its submission under the ‘fast-track competition’ is April 15.
Panjim failed to find a place in the first 20 cities selected for the Smart City Mission fund in January.  The city now ranks 5th in the Fast Track Competition list, which has 22 more cities competing.
