State to alert owners on fraudulent land transfer

PANJIM: The State government has decided to add email IDs of land owners to their records so that they will be alerted whenever there is an attempt to transfer their land fraudulently. 

This was informed by Law Minister Nilesh Cabral at Registration Day function held at Patto, Panjim on Tuesday 

“We are integrating software wherein the land owners/legal heirs will be asked to officially link a mobile number and email ID to the documents. Whenever there is an attempt to tamper or sell their property illegally they will be alerted,” Cabral said.

When asked how many such attempts of fraudulent land dealing have come to the notice of the department, the Minister said, “It (land) is a vast subject. Whatever has come across is not fraudulently done; it is because of some tampering and SIT is investigating it. We have to now improvise and this is a start,” he added. 

Cabral said if there is a single owner and if the Form I and XV is clear and if the owner comes for personal signature the department will give mutation to these cases within a day. 

“Though we are working to speed up the process of multiple owner properties mutations, these cases will be processed through regular process.” 

Cabral announced various reforms in the processes of registrations by the State Registrar-Cum-Head of Notary Services Department.

Cabral said reforms like E-Notary, E-Office, simplification of nil encumbrance, mutation, revised rates and dates for registration of Cooperative Societies, gift deeds and other services have been planned by the department. 

In addition to issuing marriage registrations online, the department on Tuesday added service of QR coded marriage certificate to increase transparency. 

The department has received requests for reduction of cooperative housing society registration fees. 

The department has decided to give them a six-month window beginning from November wherein the fees for conveyance deeds has been kept to the old 1.5% rates. 

The Law Minister requested all the cooperative societies to register their conveyance deeds within these six months and avail the benefit of the reduced rates. 

The department has also requested all the families of Goa to execute Gift Deeds for which the Stamp duty has been fixed at a flat rate of Rs 5,000 irrespective of market value of the property.

Quantum leap in property registrations in the State post pandemic
PANJIM: Property registrations in the State have seen a quantum leap post Covid-19 pandemic. The State Registrar-cum-Head of Notary Services is witnessing huge increase in numbers of property registrations.
To put the quantum jump in perspective, the Registration Department had registered almost 13,247 properties already with five more months of year end 2022-2023 remaining.
