Scrap Western Ghats Economic Corridor!

Wesley Edward Pereira

The west flowing coastal rivers with their origin in the eco-sensitive Western Ghats & surrounding region have been considered together by the Directorate of Hydrology (Regional Studies) of the Central Water Commission, Govt. of India in their flood report for assessing floods for 25 years, 50 years and 100 years for structures located in the west coast region of India. It is stated that this combined flood report for the Konkan & Malabar Coasts has been prepared through a joint effort of various Govt. of India Organisations including Central Water Commission of Ministry of Water Resources, Research Design & Standards Organization of Ministry of Railways, Roads & Bridges wing of Ministry of Surface Transport and India Meteorological Department, Ministry of Science& Technology.

The construction of structures for the flood safety standards was closely linked to the protection of the catchment areas in the eco-sensitive Western Ghats & surrounding west coast region.

The man-made activities including deforestation, run-of-river hydropower plants, industrial development & urbanisation in the upper catchment areas of west flowing rivers of the Western Ghats had caused land slides & erosion resulting in sedimentation of the rivers and dam reservoirs at a rapid rate.

Due to sedimentation, there is continual reduction of the reservoir storage capacities. As a result, with less than the anticipated or design inflows, the existing dams are filled up. To ensure safety of the dams & appurtenant structures, the gates had to be opened to release the excess inflow water to the downstream areas and this has resulted in loss of lives/livelihoods & massive destruction of physical infrastructure due to man-made floods.

The Bharatmala Pariyojna attempts to notify the existing National Highways in Goa as Economic Corridors that have massive road right-of-way. The Economic Corridors are required for supporting National Investment & Manufacturing Zones/Special Economic Zones/Special Investment Regions. The tiny rural-urban State of Goa does not need such development concepts for promoting the massive hidden business plans of the unsustainable Mopa Greenfield International Airport. The peaceful eco-sensitive villages in Goa will be totally destroyed if the National Highway NH-17 (Patradevi to Polem) is notified as Economic Corridor.

The proposed Panjim to Hyderabad economic corridor passing through the eco-sensitive Western Ghats & surrounding region is for supporting the domestic airports and other industrial development activities of Karnataka linked to the unsustainable Mopa Greenfield International Airport. There is an urgent need to scrap this economic corridor to protect the Western Ghats, after learning lessons from the floods in the State of Kerala.
