Avoid inconvenience to public on roads

Stray cattle on the roads at Chorao and several other places is a nuisance causing lot of inconvenience to the motorists. We have read about several incidents in the newspapers wherein innocent people have met with severe accidents while trying to overtake the stray cattle on the roads. 

Seen in the picture are stray cattle right in the middle of Chorao road during the peak morning hours, wherein several people travelling from Bicholim and other places use the Chorao road to travel to their workplaces. 

At times, the office goers end up wasting their time during the rush hours while patiently waiting for the stray cattle to give them way to pass through the roads, in spite of shooing them away. 

Why can’t the owners take care of their cattle instead of allowing them to loiter on the roads causing inconvenience to the motorists?  I feel the government should come up with a rule to severely penalise the owners for causing such inconvenience to the public for failing to take care of their stray cattle. 

During the late evening hours, it becomes difficult to notice the stray cattle squatting in the middle of the roads. Who will listen to the grievances of the public?
