PANJIM: The Volleyball Federation of India (VFI) in its letter to the Goa Volleyball Association (GVA) has certified Santosh P Bandodkar as the General Secretary of Goa Volleyball Association.

However, the VFI in their earlier letter had taken note of the resolution passed by the GVA in a general body meeting mentioning the office bearers namely Irvin Soares as the president, Raghuvir Shinde as secretary and Alex Naronha as treasurer.

The authentication of the secretary of GVA remains wide open as both the letters issued on different dates under the authenticated letterheads mention two different secretaries.

The VFA in a letter (pic 1) dated August 7, 2017 sent by VFI President Chaudhary Avadhesh Kumar has certified that Santosh P Bandodkar is the general secretary of Goa Volleyball Association.

The letter further says that Santosh is the only authorised person of Volleyball Federation of India to conduct all Volleyball activities in GOA under GOA Volleyball Association.

Further, he is authorized to call all type of Meetings, Press Conference, Conduct Elections of Goa Volleyball Association, Press Release and Conduct of Selection trials as a General Secretary of Goa Volleyball Association.

While earlier in a letter (pic 2) dated July 12, 2017, VFI secretary general Ramavtar Singh Jakhar has specified that according to the resolution passed by the GVA in a general body meeting held on July 7, 2017, at Ponda, Raghuvir Shinde was elected the secretary of the association.

These two letter are being used by the rival factions to claim their positions in the state body association.

Earlier there was a conflict between two factions of which one was lead by  Irvin Soares while the other included Santosh Bandodkar and Shyamsundar Tari.

GVA president Irvin Soares had expelled the membership of secretary Santosh Bandodkar and vice president Shyamsundar Tari at an extraordinary General Body held at Ponda Municipal Hall which was later condemned by both the members terming it biased, irrational, one-sided and high-handed.

The two expelled member had explained that the president has no powers to operate the accounts as per the GVA Constitution and this fact has been ascertained by the Inspector General of Societies as approved on November 4, 2016.

Also the two members stated that Irwin Soares continues to be suspended by the Volleyball Federation of India (VFI) and that the case is subjudice with the Court in Madras even refusing to grant the stay on the order of suspension.

It may be noted that Soares, along with several others at the national level were suspended by the VFI president for attending an ‘unconstitutional meeting’.
