Low voltage woes in Calangute

I would like to highlight the woes of the electrical consumer in Calangute.
Every day we see new projects, hotels, resorts and multi storied buildings being electrified with new individual transformers and we wonder how is it that when we complain of low voltage and frequent failures, we are told the system is overloaded and there is load shedding and load sharing?
If we are in such a crisis that we cannot maintain regular supply to existing clients, why do we keep adding new clients and releasing new loads on a regular basis? Is the department not being two faced about what is going on?
We are now in the hot summer months and the voltage which is supposed to be 230 to 240 volts is down to 165 to 170 volts, causing the ACs to cut out due to low voltage and fans run at half the speed. We sweat it out every night and no one seems to care. Who is responsible for this sorry state of affairs?
If we do not have the infrastructure to support existing clients why do we keep overloading the system? Is no one in authority accountable or answerable? 
When I applied for power connection I signed a contract with the department that I will pay my dues regularly and on time and in return the department would provide my residence with regular uninterrupted power within 6% of rated voltage as per JERC guidelines. This is in the IE regulations as well. However, the voltage supplied to me is now 25 to 30% lower.
I would consider this a breach of contract and claim compensation. If all of us did this or if the courts could take the matter up as a P.I.L maybe the powers that be would finally sit up and take notice. Until then things will not change for the better, maybe get even worse. Is anyone listening?
