Government withdraws its own circular on real estate

The Chief Minister had in March, put an end to the need to obtain ministerial approval for real estate projects and delegated the powers to the taluka- and district-level officers

PANJIM: Following apprehensions raised by the real estate sector over delay in approvals, the State government on Monday withdrew the circular that had made the Revenue Minister’s approval mandatory before issuing sanads for properties measuring more than 1,000 sqm of land. 

On May 12, the Under Secretary Revenue had issued a communication to the District Collectors stating “undersigned hereby directs you that all the files pertaining to sanad for conversion land above 1,000 sqm shall be placed before the government for approval”. 

Before that, the Revenue Department directed the two District Collectors to hold in abeyance all sanad approvals for plots which are more than 1,000 sqm of land.

On June 9, the Under Secretary Revenue Girish Sawant, in a note moved to the Collectors, has said that the “circular issued dated May 12, 2022, issued by this department stands withdrawn”.

The earlier decision had created apprehensions within the real estate sector as the move will delay approvals for housing and commercial projects. CREDAI had raised their strong resentment. 

Minister for Revenue Atanasio ‘Babush’ Monserrate clarified that the circular is withdrawn as it was 

noticed that it will consume more time to issue conversion sanads and the projects like housing, and commercial, will get delayed. 

“The Revenue department will have to coordinate with other concerned departments, linked with issuing various permissions, and work out solution accordingly,” he said. 

“But for now, the circular stands withdrawn,” the Minister added.
