Govt notifies rules for change of zone in RP, ODP using 39A of TCP Act

All change of zone applications to be notified by Town Planner ; notice of proposed change of zone of land will have to be published in the Official Gazette, two local newspapers inviting suggestions from the public within a period of 30 days from the date of publication

PANJIM: The Town and Country Planning (TCP) Department notified the change of zone of land in the Regional aPlan or the Outline Development Plan (ODP) Rules, 2024. 

The change of zone applications can be done as per the newly introduced Section 39, Form ‘A’.  

The rules also specify the fees to be paid for the conversion. 

Processing fee of Rs 500 to Rs 50,000 will have to be paid for the conversion based on the area to be converted. In addition, change of zone fee from Rs 50 to Rs 400 will have to be apaid per square metre based on the type of zone change sought. 

Eco-sensitive land will not be considered for land conversion, states the notification.

All change of zone applications will have to be notified by the Chief Town Planner. Notice of the proposed change of zone of land will have to be published in the Official Gazette and in two local newspapers inviting suggestions from the public within a period of 30 days from the date of publication of the notification in the Official Gazette and local newspapers, states the rules.

The suggestions, if any, received in respect of the proposed change of zone of land will be scrutinised by the TCP Department by following guidelines as specified.

After expiry of 30 days, the proposal for change of zone of land alongwith suggestions if any received, shall be placed before the Goa TCP Board for its recommendation/approval. Later, the Chief Town Planner (Planning) shall place the recommendation/decision of the Goa TCP Board before the State government for decision.
