Indictment filed against Alemao, Parkar in PWD tenders scam

PANJIM: After a five-year long investigation into the Rs 300 crore Public Works Department (PWD) tenders scam, the Crime Branch (CB) has filed a charge-sheet against the then PWD minister and sitting NCP legislator Churchill Alemao and former executive engineer P T Parkar. 

The voluminous charge-sheet filed before the Special Court in Margao has charged the accused including some contractors for allegedly illegally awarding 258 tenders in Works Division XXV (roads) alone, each of which was costing Rs 5 lakh or more. 

Following a direction from the Principal Sessions judge on September 19, 2013, the CB had registered an FIR against Alemao and Parkar, on December 30, 2013. The duo was booked under Sections 420 (cheating), 409 (criminal breach of trust), 403 (dishonest misappropriation of property), 120-B (criminal conspiracy) of the Indian Penal Code.

The complaint filed by Congress leader Sunil Kawthankar had also accused Parkar of violating the crucial guidelines and the former Goa chief vigilance officer and chief secretary Sanjay Srivastava of shielding them. The charge-sheet states that 258 tenders were fraudulently awarded in works division of XXV as the tenders were not published in the newspapers in violation of CPWD guidelines.
