PANJIM: Chief Minister Manohar Parrikar on Monday said that the various schemes that would be initiated for the welfare of mining dependent people would be introduced in the coming winter session of Assembly, beginning from January 28.
Parrikar also said that the State government would be filing its affidavit in the Supreme Court before January 17, when the case would be heard next.
Speaking to media persons at the sidelines of launching KTCL pass system, Parrikar said that all the schemes would be passed in the supplementary budget, during the coming assembly session.
“Though the schemes would be effective from October1, 2012, the implementation of it would begin only after passing it on the floor of the House,” he said adding ‘the outline plan in this regard would be ready by January 20’.
Chief Minister said that the schemes would benefit nearly 10,000 to 15,000 people, whose livelihood is at stake due to mining ban.
Parrikar last month had spelled out certain plans, including government’s aim at starting developmental work in the mining belts, wherein certain quota in contracts would be reserved for mining dependent people. Government is also planning to train around 1000-2000 people for other kinds of industrial work.
Chief Minister, during recently held National Development Council (NDC) meeting, chaired by Prime Minister Dr Manmohan Singh had demanded special financial package for mining dependent.
Parrikar informed that the draft affidavit has been prepared, which would be finalized in consultation with senior legal advisors. “The team of officials would be flying to Delhi, with the draft this week,” he said adding ‘the affidavit would be filed before January 17’.
He said that affidavit would request that State government be given powers to execute its rights, as it is their constitutional right to decide on mining.
