Desai was speaking to the Press in South Goa on Saturday. Regarding the bureaucracy and its working, he said, “I am of opinion that if the bureaucracy if is apolitical, all the works will fall in place properly. Politics is not the area of bureaucrats.”
He further said, “In 99 percent of cases, if we refuse to do works, it means that they are not in the purview of the law. If we can convince the elected representatives on facts, they do listen. But the bureaucracy fails to make them understand. This is what I have learnt from my service in Goa under Chief Ministers and other ministers.”
