VASCO: The Cansaulim gram sabha on Sunday adopted a resolution to scrap Coastal Zone Management Plan (CZMP), citing that there are major discrepancies in the plan. The gram sabha members demanded the drains be cleaned and the water clogging and garbage issues be solved.
Raising strong objection to the CZMP, the Cansaulim villagers pointed out that some major landmarks such as sand dunes, water bodies, fields etc were not shown properly on the plan. Some locals also opined that the CZMP was not in according to the Regional Plan 2021.
Gram sabha members asked the panchayat to explain the technicalities of the plan. However, the panchayat members, including the sarpanch, couldn’t explain the technicalities of CZMP satisfactorily. After a lengthy discussion, the gram sabha members adopted a resolution to scrap the CZMP.
Besides this, there were other issues such as clogged drains from Cansaulim village were discussed at the meeting. Expressing their frustration at the water clogging, the locals complained that the panchayat did not undertake desilting of the drains. They urged the panchayat to solve the issue.
In this connection, a gram sabha member questioned the panchayat whether it has flood (disaster) management committee. He mentioned that due to absence of the committee, the panchayat would be in dark if flood like situation arises in the village.
Tenant verification issue was also raised in the gram sabha. A woman asked the panchayat to undertake house to house tenant verification and prepare a list of tenants. Later, the locals also blamed the panchayat for not keeping tab on the tenants who are also indirectly contributing to the garbage issue.
Later, there was a heated argument between the Sarpanch and few gram sabha members over the garbage issue. Some villagers questioned the sarpanch why new projects are given permissions in Cansaulim when there is no garbage treatment plant to treat wet and solid waste from village.
The locals also asked whether the panchayat is undertaking door to door garbage collection. To this, the sarpanch replied that panchayat is collecting plastic waste weekly, but is not collecting wet garbage as there is no waste treatment plant in the village. Due to verbal spat between the sarpanch and some villagers, the police had to intervene.
