A multi-front blueprint for leak-proof examinations

In the wake of widespread student protests over recurring examination paper leaks, public trust in India’s testing system reached a critical juncture. The integrity of national evaluations—which dictate the future of mil lions of young aspirants—was called into seri ous question. In response, the government has initiated a multi-pronged strategy. Parliament amended the Public Examinations (Prevention of Unfair Means) Act to establish strict legal deterrence, while fast-track courts were an nounced for the swift prosecution of paper leak cases. Recognising that punitive measures alone cannot restore public confidence, the govern ment has focused on fundamental institutional reform. Prime Minister Narendra Modi consti tuted a high-powered, six-member multidiscipli nary task force headed by renowned technology leader Nandan Nilekani.

The committee’s man date is precise: establish a robust, transparent, and leak-proof examination framework. With the upcoming test cycle approaching, the task force faces an urgent timeline to deliver short term, medium-term, and long-term reforms, allowing implementing agencies sufficient lead time to operationalise key recommendations. To build a resilient future, the task force must account for how national testing has evolved. India’s examinations transitioned from pa per-and-pencil OMR tests to optical scanning, image processing, and ultimately Comput er-Based Testing (CBT). Modern CBT platforms are highly resilient—equipped with biometric authentication, end-to-end encryption, and stateful session tracking that instantly recovers lost time in the event of local technical failures. Yet, recent integrity breaches revealed that vulnerabilities often reside outside the digital platform. Security breakdowns stem not from system code, but from compromises at the pri mary “root of trust”: human integrity during question paper setting. Protecting the confiden tial phase of paper creation requires stringent selection standards and security vetting.

In a country of 1.4 billion people, identifying highly qualified, verified subject matter experts across Physics, Chemistry, Biology, and Mathematics is fully achievable. When paper-setting protocols were tightened during recent retests, national exams were executed without security breach es, proving that operational integrity depends heavily on who is admitted into the core confi dential process. Logistical scale remains a central bottleneck for single-day national exams like NEET, which involve over two million candidates. Operating a paper-based exam in a single session creates significant security risks during physical print ing, transport, and storage. Currently, com puter-based testing infrastructure can handle roughly 300,000 candidates per session. Shift ing massive assessments to multi-session com puter-based formats—distributed across 8 to 10 balanced shifts with buffer capacity—offers a safer, more manageable logistical model. To prevent internal compromises, the task force is championing structural checks and bal ances modelled on financial institutions: Under this dual-layer framework, no single entity maintains unchecked operational author ity over paper generation, candidate verifica tion, or score processing. Transparency requires absolute clarity for can didates regarding their evaluation.

If a student receives a specific score, they should have clear visibility into how that evaluation was calculated. Modern technology has proven capable of deliv ering this level of accountability at scale. When national educational boards deployed secure online portals for score re-evaluations, over 170,000 candidates applied for automated verification. Discrepancies were corrected sys tematically, proving that digital access can elim inate ambiguity. However, bringing these work flows online introduces significant cyber threats. During peak traffic windows, national re-evalu ation platforms have faced severe cyberattacks, including over 3.8 million malicious data packets intended to collapse infrastructure. Resilient fire walls and cloud infrastructure prevented down time, ensuring uninterrupted service. Modern testing security must therefore balance user ac cessibility with defence against cyber threats. While securing current exams is essential, addressing the root cause of candidate stress requires broadening educational access. This strategy aligns with Sustainable Development Goal 4 (SDG 4), which advocates for equitable, accessible, and affordable quality education. High-stakes entrance exams are largely a re sponse to severe capacity constraints. For in stance, over 1.5 million candidates regularly compete for approximately 26,000 physical IIT seats. To address this bottleneck, institutions like IIT Madras have pioneered scalable off-cam pus degree programs in fields like Data Science, Electronic Systems, and Space Technology. These programmes replace competitive elimi nation tests with qualifying entrance standards.

By removing artificial seat caps, tens of thou sands of students—including thousands from low-income families supported by financial aid—can pursue quality higher education with out relying on commercial coaching institutes. Recognised officially as four-year degrees, these pathways allow graduates to pursue GATE ex ams and advanced degrees, demonstrating how structural innovation can relieve pressure on traditional entrance exams. Beyond immediate operational fixes, the long term solution lies in combining technological safeguards with personalised educational sup port. By deploying AI-driven learning tools and adaptive mentoring across state education de partments, institutions can democratise quality preparation, ensuring candidates rely on con ceptual mastery rather than expensive coaching centres. Reducing systemic anxiety is just as critical as sealing physical breaches. Despite recent vulnerabilities, major national assessments such as JEE Main, JEE Advanced, and GATE continue to run securely at scale. This demonstrates that the broader testing ecosys tem remains functional; the challenge lies in isolating failure points and fortifying human and logistical vulnerabilities. As the task force prepares its final recommendations, the overarching objective extends beyond technical fixes. Restor ing public trust requires creat ing a resilient, modern environ ment where merit is zealously protected, security is non-negotiable, and every student across the country can pursue their academic ambitions on a genuinely level playing field.
