PANJIM: Society of Integrated Coastal Management (SICOM) on Wednesday invited tenders (National Competitive Bidding) for development of Infrastructure facilities, pollution abatement and safety/surveillance services for Miramar Beach in Goa.
The main objective of setting up the programme is to promote sustainable development in coastal regions of India for the beach management authorities to strive to achieve high international standards in four categories of Environmental Management including cleanliness, solid waste management in beaches, Environmental Education, Safety and Security of Beach goers and Bathing Water Quality Standards.
“A “Clean” beach is the primary indicator of coastal environmental quality and management. However, coastal regions in India are highly susceptible to litter accumulation. The presence of such debris not only affects the aesthetic appeal of beaches negatively but also reduces their recreational (tourism) value drastically.” States the tender
It further reads that, “In order to plan sustainable tourism and healthy coastal management, Ministry of Environment, Forest and Climate Change, Government of India have conceived an integrated coastal management scheme viz. BEAMS (also referred to as Beach Management Services) to reduce existing pollutants on beaches and to aspire &achieve such high international standards in India.”
Meanwhile, the tender mentions that the length of a beach considered is approximately 1.0 km on an average. All the proposed infrastructure facilities may be installed and commissioned in a maximum area of 500 to 600 meters depending upon the availability of land surface area in a given beach. However, this area can vary from beach to beach and can be consulted with Nodal Officer and/or Project Manager‐SICOM.
However, the successful bidder shall execute the work in consultation and as an integral part of their Smart City plans. The entrance to the beach shall be made opposite of Goa Science Centre and Planetarium and a nature’s trail (Walkway Bridge) shall be made of bamboo structure as shown in the drawing.
The estimated budget for the project is Rs 9, 28, 06,387 and the period of availability bidding document is from August 17 to September 2018 while the bids will be opened on September 7,2018.
