PANJIM: The High Court of Bombay at Goa has directed the Goa State Pollution Control Board (GSPCB) to strictly monitor the mining transport in and around the Pissurlem village, along the designated route at appropriate locations to prevent pollution and inconvenience to general public. The Pollution Control Board has been ordered to ensure strict adherence to the conditions laid down by the court or levying of polluter pays penalties. The HC disposed of the petition filed by Hanumant Parab against the ore transportation from the Pissurlem village.

The HC while laying down 15 important conditions for transportation of ore through the village has ordered the transporter that the trucks carrying the ore have strictly adhered to the various conditions in Regulation 17 and in the order.
The High Court has ordered the installation of close circuit camera system and regular monitoring by the GSPCB who shall maintain record of the trucks of the transporter passing through the area on a DVR device.
The order stated, “Necessary action to be taken by the Goa State Pollution Control Board (GSPCB) in the event of any truck breaching any of the regulations or other conditions stipulated in this order.”
One monitor showing real time images on the two cameras shall be placed within two weeks from passing of this order in the office of the Village Panchayat of Pissurlem where the Secretary of the Panchayat would be in a position to observe the transportation of the ore through the village,” the order stated.
The HC has also set several directions to the transporter and the GSPCB to ensure that the cargo in the trucks is covered, the spillage of ore is cleared, sprinkling water on the route to avoid dust pollution, staggered daily trips to avoid congestion, GPS to monitor trucks movement and also to monitor and maintain the condition of the roads.
The HC has also ordered the authorities that in case air quality standards are breached the transport frequency should be reduced and the transporters will be levied polluter pays penalty.
