Cattle are found straying on the roads across Goa. They block the smooth flow of traffic and pose a hazard at night. In my opinion, cattle are social in nature. Unlike us they do not have access to social media or entertainment. Which is why, they come out on the roads. It isn’t to protest any issue.
Cattle have been with us in India for ages. This would explain why dogs are seen sitting down near these cattle and guarding them sometimes.

Cowboys are needed to round up these cattle across Goa. They can then load them onto pick-ups and transport them to a ranch that can be set up by the Government of Goa.
As this is “The Tame East”, in opposition to “The Wild West”, there is no need to have gun-slinging cowboys roaming about. That could create a law and order situation in the State of Goa. Cowboy hats, jeans, boots and lassoes would be sufficient.
The cattle herded together on the government ranch can then be punched. That is branded with the identifying mark of ownership. In this case the GMC, which is Goa Meat Complex or GOG, which is run by Government of Goa. I would have said both preferably, but I don’t want to seem like a sadist.
Cattle which are aged or injured can be sent for slaughter. Healthy cattle can be allowed to graze in peace on the ranch. That ought to please Maneka Gandhi, I hope. Cattle are after all gentle creatures unlike other animals.
