Please save Pomburpa river

The picture shows a public toilet on the river bank, which was  built by the Pomburpa village Panchayat  several years ago. 
I have complained to the panchayat and the higher authorities to build a public toilet with public money, on several occasions. Without a septic tank, the raw sewage is  channelled directly into the tributary of the Mandovi River and with the intention of preventing pollution of the environment I have made the pleas. 
If the government and self-governing body does not follow it own directives on building rules how can one expect an ordinary citizen to follow them. The citizens inhabiting the river banks have made rivers their septic tanks and dumping all sorts of garbage, even dead animals in the rivers, thus causing combined deadly pollution for the marine life, our fish and plant life, for which we depend on our food. 
This is the worst catastrophe facing the rivers, but who cares! Nobody really wants to open their mouth! But everybody opens their mouth to eat the resources of the rivers.  The concerned authorities need to look into this immediately to avoid inconvenience to the locals.
