Goa is gearing up to enforce ISI-marked helmets not just for two-wheeler riders but also pillion passengers, reviving a long-pending road safety measure under Section 129 of the Motor Vehicles Act. Authorities plan a gradual phased introduction to ease public adjustment while boosting compliance.
The proposal gained traction at a recent State Road Safety Council meeting chaired by Transport Minister Mauvin Godinho. Officials confirmed no enforcement this financial year; rollout follows formal Transport Department notification, prioritising awareness campaigns. This aligns with National Road Safety Month kicking off January 1.

“Adequate time will be given to the public to ensure pillion riders also wear helmets… This will not be implemented in the current financial year… It will be done in a phased manner, with a focus on awareness and gradual enforcement, while ensuring safety,” a source told a local media channel.
