He not only questioned Chief Minister Manohar Parrikar on a ‘point of order’ the latter raised to a question by Congress legislator Pandurang Madkaikar, but also pulled up the government for failing to provide relief to dairy farmers.
During discussions on demands for grants, he accused legislators of supporting regularization of illegal constructions while also slamming the government over the delay in completing the Tillari irrigation water project. His demanded accurate replies from the government stunned the House.
To begin with was a duel between Parrikar and Rane over the issue of point of order raised by the former objecting to Madkaikar’s charge against Minister for Tribal Welfare Ramesh Tawadkar about incomplete information regarding the backlog of ST vacancies in different departments.
Defending his cabinet colleague, Parrikar rose up raising point of order on the question, which was immediately objected by Rane. “I raise point of order here,” Parrikar said.
Rane responding quickly questioned chief minister “Show me point of order on the business. I have to know which point of order you are raising.” This sparked a verbal dual between the two senior legislators. Rane raised strong objection to repeated point of order during the session.
“The legislator has asked the information from the other departments, which ST minister is not supposed to answer,” Parrikar said and commented that Rane should “teach his legislators how to ask the question.”
Rane shot back stating “I am not a teacher to teach the legislators. You may be a teacher, I don’t teach my members like how you do.”
On another session day, the leader of opposition castigated Co-operation Minister Deepak Dhavalikar for failing to provide relief to the farmers as milk is sold in the open market at double the rates that what they are paid. As per the information, farmers are paid Rs 23.48 per litre of milk with an additional Rs nine support price. Rane alleged several farmers are still not given support price.
On yet another issue, Rane pulled up the legislators over mushrooming illegal constructions in the State. He stated that the elected representatives lure voters by allowing illegalities and then regularizing them. This he said is misusing of democracy.
“Come every election, governments regularize illegal constructions and structures…. Every elected leader come under pressure, they want votes … so they can’t say no…. If you say no, people won’t vote for you,” Rane said while moving cut motion to the demand for grants for civil supplies where he also pointed out the government’s failure in weeding out bogus ration card users.
To another cut motion to the demand for grants for water resources, Rane slammed the government over the delay in completing the Tilari irrigation water project, which would facilitate talukas like Bardez, Pernem and parts of Bicholim.
