PANJIM: With the State government shifting the partial burden of the Coastal Regulation Zone (CRZ) violation cases to the district collectors, the South Goa district administration, reeling under severe staff shortage, fears that the additional burden may have an adverse impact on other time-bound pending cases.
South Goa collector Anjali Sehrawat has urged the government for additional dedicated staff of 20 to deal with the CRZ cases.
The Collector pointed out that the government has constituted a South Goa District Level Coastal Monitoring Committee by way of which the functions, duties and responsibilities which were earlier solely done by Goa Coastal Zone Management Authority (GCZMA) are now being shared by the district collectors.
“Resultantly, all the matters which were handled by GCZMA would now be transferred to South Goa district,” she said in her letter to Under Secretary (Revenue).
“As of now, Collectorate of South Goa is facing severe shortage of staff and with the addition of this new responsibility of deciding cases pertaining to CRZ, it is feared that time bound disposal of other cases may get adversely impacted, if additional staff, dedicated for CRZ section is not provisioned for,” Sehrawat said.
She has listed requirement of 20 staff that includes awal karkun (1), legal assistant (2), head clerk (1), junior steno (3), UDC (4), LDC (4), field surveyor (2), multi-tasking staff (2) and driver (1).
“It is requested to moot proposal for the transfer of the staff dedicated to CRZ Department of Environment to Revenue Department along with dedicated vehicle for this exhaustive field survey based work,” the collector stated.
Sehrawat has also requested to organise orientation cum training programmes for the staff in respect of legal aspects of the CRZ matters.
