Cashless Transaction, a drive from BJP and dream of our Hon’ble PM Narendra Modi to make the Goa first cashless state from December 31, 2016. Cashless transaction means people will be able to buy perishables such as fish, meat, vegetables or anything else at the press of a button on their mobile. There will be no need to carry your purse for purchases and the profession of pick-pocketers may become extinct soon, as all transactions will be done on the mobile. The money on purchases will be debited to the person’s bank account. There should be no charges and capping on number of transactions done using Debit/Credit Card. Pertinent that even small vendors should be equipped with machines and training should be imparted for using the same. For overall success of this drive all people involved in transaction should be proficiently trained.
There are also Pros and Cons of any subject matter. Cashless society will bring a rise to skimming and cloning of credit cards. Major chunk of traders, salaried people use credit cards for transactions. To detect such cases state requires expertise and trained police personnel thorough with Information Technology Act, 2000. As also the declining conviction rate in general crimes is a concern of state government.
Burdening the existing police personnel to handle cyber crime cases will not be a superlative idea considering the skill and expertise required. Goa needs a separate cyber crime cell with dedicated and skilled police personnel having separate organisational structure setup. It is the need of the hour considering the use of whatsapp and facebook by 95 per cent of people in the state.
Going ahead with investigations, digital equipments used in cyber-crimes have to be sent to cyber forensic laboratory which at present Goa doesn’t have and the nearest one would be in Mumbai. Considering the recent cases of cyber crimes reported across the country SC have come down heavily on state government for officers not having basic skill and expertise in handling cyber-crime cases.
It is for the state government to act wisely as soon as possible on setting up a Independent cyber crime cell in Goa.
