Cattle pound keeper given clerical duties by Cuncolim Municipal Council

Clerical duties relating to trade licence, paying bills, maintenance of registers, typing, etc, allocated to pound keeper, who is not qualified for the job

MARGAO: Green Goa Foundation (GGF), an organization working towards welfare of the society has raised serious questions pertaining to the management of stray cattle in Cuncolim. 

In a letter to the Director of Municipal Administration, Raison Almeida, Chairman of Green Goa Foundation alleged that there is serious mismatch in allocation of works to staff, thus creating public convenience as the pound keeper has been allotted some other duties in the Cuncolim Municipal Council.

“Recently, it has come to the notice of GGF, that there are severe anomalies, glitches and absolute non application of mind in work allocation in the council. Council has appointed one staff a duty of pound keeper and the duties of pound keeper of impounding the cattle straying on the roads and keeping our public roads/highways safe and free from accidents, fatalities due to the cattle care of utmost important”, he stated. 

He further said that it is regrettable and pains him to inform that the same pound keeper has been allotted clerical duties relating to trade licence, paying bills, maintenance of registers, typing etc. 

“This puts the management of stray cattle and consequently public safety in absolute jeopardy. Needles to mention that the pound keeper is not qualified to carry out clerical work relating to accounts which is bound to create an accounting mess in the Cuncolim Municipal Council”, said Almeida. 

He claimed that a pound keeper is required to be on the field/roads round the clock and which is purely a field job by any standards and cannot be allotted full time office duties of accounting.

GGF claims that the above lack of application of mind is directly affecting public safety/lives of motorists and smooth flow of vehicular traffic.

Almeida requested the DMA to intervene in the matter and issue proper order to the pound keeper in view of the directions contained in writ petition in the High Court.
