Have health concerns regarding handcarts been addressed

The standing committee meeting held on Wednesday in the CCP hall adopted a resolution to allow about 92 legal handcarts to operate from seven locations in the city like at Church square, Miramar Beach, Dona Paula jetty, Inox, Caculo Mall, Dada Vaidya Hospital and National Theatre, as it appears to be not in tune with wishes of the residents of Panjim.

The standing committee meeting held on Wednesday in the CCP hall adopted a resolution to allow about 92 legal handcarts to operate from seven locations in the city like at Church square, Miramar Beach, Dona Paula jetty, Inox, Caculo Mall, Dada Vaidya Hospital and National Theatre, as it appears to be not in tune with wishes of the residents of Panjim.  
Since primarily the absence of the Food and Drugs Association (FDA) representative and the Mayor of CCP in the committee is questionable and should have been taken on board.  
FDA has to maintain quality and hygiene of the food items to be sold by them. Primarily the potable water is being reused for washing of the dishes and glasses which is unhygienic. The quality of the food served by them should be under the FDA control to prevent adulteration as also used of substandard of raw materials. 
In particular, the Church Square open space should have been developed into a park instead of allowing handcarts to operate which will cause a health hazard to the area which is a religious site to our Lady of Immaculate Conception Church. 
This area should thus be converted into a park with lawn and flower plants to beautify the area.
