PANJIM: Goa’s Comunidade leaders point out that allotting such large parcels of land for institutional use contradicts the Code of Comunidade.
They pointed out that Article 324 and Article 325, which limit land grants and auction exemptions to specific purposes such as farmland, grazing land, cultivation land, and construction of houses, have a ceiling limit of two lakh square metres for institutional use. However, the proposal of Loliem Comunidae, is to give 10 lakh square metres of comunidade land for the Film City project.

Tulio De Souza, Guirim Comunidade President and member of the Comunidade commission formed by the High Court in 2013, raised concerns about the swift allocation of a such a vast land parcel by the Loliem Comunidade for the Film City based on a mere newspaper advertisement. He pointed out that in the past there has been historical cooperation with the government and Comunidades for infrastructure development, but questioned the lack of due diligence in this case as well as the absence of a ‘Detailed Project Report’ and the adequacy of Loliem’s infrastructure for such a massive project given the increasing scarcity of land resources.
In solidarity with the opposition, De Souza supported Loliem Comunidade dissenting member Om Prabhugaonkar, asserting that Comunidade lands are unsuitable for such extensive projects.
De Souza called for an examination of benefits for locals and an assessment of environmental, social, and demographic implications for the agrarian community and urged careful consideration to ensure the preservation of Goa for future generations.
