PANJIM: The controversy ridden Curlies shack, which comes into the broad picture narrative of massive illegalities in the Anjuna belt, is likely to be a deserved target of a detailed probe by the Anti-Corruption Bureau after a complaint filed by three local resident activists against its owner. Importantly, crucial revenue and land officials who have facilitated the recurring illegalities of this shack, go to popular destination for tourists looking for a specially induced highs.
Linet Nunes, of Curlies, the Inspector of Land Surveys and Land Records, Mapusa Anand Vaigankar, Deputy Collectors/ SDO of Bardez, Pundalik Khorjuekar have been named in the complaint for fraud, cheating, altering government records etc to protect and allow the illegalities of Curlies to thrive.
This shack falls within No Development Zone (NDZ) of the Coastal Regulatory Zone (CRZ).
The Curlies shack exists in survey number 42/10 of Anjuna village, the property is owned by Linet Nunes and operated by his brother who is former panch of Anjuna Caisua Village Panchayat Edwin Nunes. The shack along with its operator was in controversy some years back after the death of British teenager Scarlet Eden killing on the beach.

Forgery I
Survey records do not show a structure on property but survey records forged later to show structure
The original land survey records of the property bearing survey number 42/10 and its form I & XIV as well as the Gut Book record of the property did not have any structure which is maintained by the office of the Directorate of Survey and Land Record, even as on date.
But in a grab of proceeding of re-survey Linet Nunes in connivance with Talathi of VP Anjuna, DSLR-Mapusa, Mamlatdar and Deputy Collector of Bardez have managed to insert the structure into the Survey & Land Records by making entry into the Gut Book which is in the possession of the Talathi office of Village panchayat. Forgery II
No NOC issued by Anjuna Caisua panchayat by Curlies
In an application to the Deputy Collector Bardez Linet Nunes claimed that the structure existed in survey number 42/10 prior to 1971 and it was substantiated with a NOC of May 5, 1982 issued by the VP Anjuna Caisua to one Aquelina Nunes from whom the property was purchased by Nunes, as claimed.
The information issued by VP Anjuna Caisua under RTI Act has said that they have never issued such NOC dated May 5, 1982 to Aquelina Nunes. The Panchayat has further stated that the copy of NOC which is submitted to Deputy Collector is forged. Interestingly the emblem of Goa statehood, on the NOC dated May 5 1982, was put into official use only after May 31, 1990. So its clear that a back dated and forged NOC was issued.
The panchayat has also confirmed that the phone number of the letterhead on which NOC in the year 1982, was allotted only in 1990
Forgery III
(Two resurveys within 2-years)
Linet Nunes has made the changes to include the structure of 34 sq mtrs by re-surveys on the property of 42/10 in 2013 and on October 7, 2015. Yet again she filed for resurvey stating the structure on the same property existed prior to 1971.
As per law one person can apply for re-survey only once after you own or purchase the property.
According to senior officials in the Anti-Corruption Bureau, the complaint has been received and sent to the Chief Vigilance officer who is the Chief Secretary for a decision on further action.
