ESG multiplex to get new operator, Rs 25 cr makeover

PANJIM: The State Cabinet on Wednesday approved the proposal for refurbishing of the ESG multiplex, popularly known as Inox Multiplex and to also invite tender for a new operator.
The renovation cost would be of Rs 25 crore, which will be paid by new operator, the officials say.
The proposal was submitted by the Entertainment Society of Goa and approved by Expenditure Finance Committee to invite e-tender under “two-bid system technical and financial Bid” for work of selection of operator for renovation/refurbishment and operation of multiplex at ESG Complex, Campal.
The Cabinet note says a preliminary estimate was prepared to know the probable expenditure towards the renovation/ refurbishment and the actual cost will be based on the detailed design as submitted by the respective operators who will participate for the above work.
“In total the cost is Rs 25,04,89,792 including 12% GST and 5% contingency as detailed above will be the cost of refurbishing of the multiplex,” the note reads.
The Expenditure Finance Committee, which approved the proposal of ESG earlier, has said that the successful bidder will have to complete the renovation work within 180 days.
“The cost of refurbishing will be borne by the operator with no cost to ESG. The lounge inside the multiplex will be commercially leveraged by the operator for commercial purpose like restaurants etc and value added services,” the note reads.
The note says that the minimum reserve price for fixed monthly licence fee will be Rs 25 lakh excluding GST.
“There will be no increase in fee for three years, thereafter an increase of 15% in the 4th year and every subsequent year 5% increase,” the cabinet note says adding that “the operator who offers the highest licence fee will be declared successful.”
The EFC has also laid a condition that the prime slots have to be given to Goan films.
“Interested party must have three years of experience in Cinema theatre and 125 operational screens in India and should have a annual turnover of Rs 800 crore for last three financial years,” note adds.
