PANJIM: Shoddy and poor investigation by the police will send investigation officers of the Goa Police to undergo an annual 15-day training session at the Police Training School (PTS), Valpoi.
Goa Police ordered the training programme, following a suggestion from the Department of Home, which after scrutinising a file for an appeal in a higher court against the acquittal of a murder accused passed by the Additional Sessions Court at Mapusa, found that the probe had been poorly conducted. The investigation was in a murder case registered at Calangute Police Station.
“It was observed that the mistakes in the investigation process are acute and the government desires appropriate directions for fixing responsibility on the concerned. It is suggested that better training to Investigation Officers, at least 15 days in a year, needs to be worked out,” the letter to Director General of Goa Police date May 29, 2015, by Department of Home states. Home Department has also asked Goa Police to take necessary action in the matter.
Following the Home Department observations, Goa Police on July 26, 2017, issued the order for the training programme for officers in batches of two PSIs of each Police Station, followed by ASIs and HCs.
In an action taken report, then Superintendent of Police North Goa Karthik Kashyap, had said that the investigating officers have left several loopholes in the investigation. There is contradiction in the time of offence, arrest panchanama, scene of offence panchanama and recovery panchanama.
Superintendent of Police Headquarters, Shekar Prabhudesai, said the officers have not been sent for training as yet due to the election duty. “We will decide upon the order after the period of model code of conduct in the State,” he said.
