PANJIM: The Pilerne Citizens Forum(PCF) on Monday hit out at the government for what it termed was murder of democracy at the grassroot level, in the form of the advisory sent by the Town and Country Planning department to Directorate of Panchayats, restricting the powers of the gram sabhas.
