HC asks Parab, Coutinho to approach SPCA

PANJIM: The High Court of Bombay at Goa on Monday asked Hanumant Parab and Floyd Coutinho to approach the State Police Complaints Authority (SPCA) regarding their complaints against DySP Sagar Ekoskar.

Parab had filed a writ petition against DySP Sagar Ekoskar and Valpoi Police Station PI Prajyot Phadte for alleged assault and had prayed that the Director of General of Police and the North Goa Superintendent of Police be directed to conduct the investigation in terms of the complaint dated March 15.

Parab had also prayed that the Chief Secretary be directed to conduct an inquiry based on the complaint dated April 11, 2022 as well as letter dated June 2, received from the Prime Minister’s Office (PMO), Delhi. 

Parab in his petition had stated that he was allegedly assaulted by the two police officers when he had gone to the Valpoi Police Station along with around 150 farmers from Pissurlem village, who were facing immense problems due to siltation of their cultivable fields and loss of their water bodies that had been ravaged by the illegal mining being carried out in the village. However, during the last hearing on August 3, the High Court had asked whether the SPCA has been fully constituted and entertaining complaints. The High Court on Monday asked the petitioner to avail remedy before the SPCA.

Meanwhile, Parab on Monday appeared before SP (Konkan Railway) Sammy Tavares.  He has now been asked to appear on September 9, for further inquiry.
