Addressing the media Munnalal Halwai said this is a game to not register a case against Garg. He said he will not appear before any independent commission as only the police have the powers to prosecute under the Prevention of Corruption Act.
Halwai, who has filed his complaint with the Chief Minister, Chief Secretary who is Chief Vigilance Officer, Anti-Corruption Branch, Goa Lokayukta and Special Court Panjim, said he would also write to the Chief Vigilance Commission in New Delhi and the Union Ministry of Home Affairs on the case.
He demanded that Garg be suspended and an inquiry started after registering an FIR. “I won’t leave this case without taking it to the right conclusion. I will even approach the Supreme Court to seek justice against corruption,” Halwai said.
Halwai has submitted Garg’s alleged voice recording to all agencies along with the complaint, in which the police officer allegedly confesses taking a bribe of Rs 5 lakh. The 17-minute conversation also has a snippet wherein the police officer makes a call to South Goa SP directing him to transfer the case to Crime Branch.
Halwai in his complaint has alleged that he has paid Rs 5.5 lakh to register an FIR in a cheating case against a well-known lawyer at Ponda Police Station who duped him of Rs 1.1 crore. He alleged that Garg demanded 10 percent of the recovery amount which is Rs 11 lakh, however, he bargained to bring it down to Rs 5.5 lakh.
