MARGAO: Curtorim Congress MLA Aleixo Reginaldo Lourenco on Friday urged the State government to act fast and exempt the Mormugao Port Trust from various Sections of the Major Ports Bill and warned if not now it will be too late.
Reginaldo informed that the Major Port Authorities Bill 2020 is due to be passed by Rajya Sabha in the ongoing Budget session, as it is being passed by Lok Sabha in the last session. The government needs to act fast, lest it is too late. A stitch in time will save nine.

“I appeal to the Government of Goa to appeal Central government to exempt Mormugao Port Trust from the provisions of Section 22 (2), Section 25, and Section 26 of the Major Port Authorities Bill 2020 insofar as exclusion of municipal, local, or government regulations is concerned. Our State government, and thereby the people of Goa would have no powers with respect to land use and town planning within MPT’s port limits and its land assets. MPT will literally be a State within a State,” warned Reginaldo.
“The government’s admission to my question in the Assembly that the likely implications of the Bill for the State are redundancy of Goa Town and Country Planning Act and the Regional Plan/ODPs prepared there under, Goa Municipalities Act, Goa Panchayati Raj Act, Goa Land Development and Construction Regulations, 2010 and Goa Land Revenue Code in respect of area under the ownership of the Board constituted by Major Ports and consequent revenue loss on account of the same is noted,” he informed.
