PORVORIM: Penha de Franca panchayat members and villagers have expressed discontent after some part of the panchayat has been included in North Goa Planning and Development Authority (NGPDA) without taking consent of the civic body. Sarpanch Swapnil Chodankar and other panchas demanded that the department concerned withdraw the decision, to avoid an agitation similar to the one that took place in Pernem.
A notification regarding the inclusion of part of the panchayat area in NGPDA was published in a regional newspaper on November 24, 2023.

The sarpanch said that a special gram sabha has been scheduled on December 12, at the Science Park and Centre hall at 10 am to discuss the issue with the villagers.
Earlier, Porvorim MLA Rohan Khaunte had objected to the notification and TCP Minister Vishwajit Rane on January 6, 2023. Rane had then assured that only High Court, Secretariat and Assembly would be included in NGPDA and that revised notification would be issued soon.
ZP member Kavita Naik, dy sarpanch Dipali Vernekar, panch members Narayan Naik, Ghanshyan Naik, Vishranti Desai, Safar Fadte, Francis De Souza, Siddhesh Naik and Matilda Martins were also present at the press conference.
