PANJIM: In what could give major relief to the residents of municipal areas, the State government has directed all the municipalities and Corporation of the City of Panaji not to insist for NOCs from the departments of Health, Electricity and PWD while issuing construction licences and occupancy certificates for single-dwelling units within their jurisdiction.
In an office memorandum (OM) issued on Tuesday by the Director of Urban Development Dr Tariq Thomas, the move is basically aimed to facilitate the ease of doing business in obtaining construction licences and occupancy certificates from the municipal councils and corporations.

The Director has warned to initiate disciplinary action against the municipal engineers, who fail to comply with the directions.
“It has been informed that a lot of hardship is faced by the people at large in obtaining NOCs from Department of Health, Electricity and PWD’s Water Supply Division, while obtaining construction licences and occupancy certificates from the municipal corporations or councils,” the OM mentioned.
The OM noted that there is also considerable delay in processing of the applications for the licence over non submission of NOCs from the concerned departments.
“The Commissioner of CCP and Chief Officers of all the municipal councils are hereby directed to waive off the requirement and not to insist for NOCs from Health Department, Electricity Department and PWD while issuing construction licences and occupancy certificates for single-dwelling units only,” the OM stated.
The CCP Commissioner and Chief Municipal Officers are directed to ensure that the content of OM is brought to the notice of all the municipal engineers working under the respective ULBs and a written certificate be obtained from them stating that the instructions of the OM will be implemented and complied with.
“And in case of non-compliance then, they will be liable for disciplinary action,” the OM added.
There are total 11 municipal councils and one City Corporation.
