PANJIM: Goa Governor P S Sreedharan Pillai has promulgated The Goa Erection of Shacks on Public Beaches (Regulation and Control) Ordinance, 2024, for regulation and control of temporary and seasonal structures permitted under Coastal Regulation Zone (CRZ) Notification along the coastal areas.
The Ordinance will now exempt beach shack operators and other businesses from obtaining construction permissions from the Town and Country Planning (TCP) department and Village Panchayats to set up temporary structures.

The Ordinance is also called as Goa Regulation and Control of Temporary and Seasonal Structures Permitted under Coastal Regulation Zone Notification Ordinance, 2024. The erection and operation of the beach shacks on the beach site under the Goa Shack Policy and the temporary and seasonal structures permitted by the Goa Coastal Zone Management Authority (GCZMA) shall not require any construction license or a technical clearance under any of the foregoing statutes, states the notification issued by the government on Friday.
However, permission to erect a temporary and seasonal structure from the Director of Tourism, No Objection Certificate (NOC) and trade licence issued by the Village Panchayat or Municipality or the Corporation of the City of Panaji (CCP), NOC issued by the concerned Health Officer, NOC from Directorate of Fire and Emergency Services and excise license issued under the Goa Excise Act are mandatory.
On March 11, the State Cabinet had approved a proposal for issuing an Ordinance, exempting temporary beach shacks/structures on public beaches from obtaining construction permissions from the TCP Department and local village panchayats.
